Gov. Pat Quinn is reportedly shelving his income tax hike proposal until this fall in order to help settle the current state budget deadlock.
Quinn was pushing for a 50 percent increase in the state income tax - from 3 to 4.5 percent - in order to close an $11.6 billion budget deficit.
The governor had previously said without the tax increase the state would be forced to make a number of cuts to social services.
Layoff notices went out to 2,600 state employees last week, including 1,000 who work in correctional facilities.
