54-Page Report Says Stroger Has Not Done Enough To Prevent Patronage Hiring

CHICAGO (CBS) ― Illegal political hiring reportedly continues to be a problem in Cook County government.

A court-appointed monitor released a 54-page report last week, and the report says Cook County Board President Todd Stroger has not done enough to prevent patronage hiring.

It also says those responsible for filling county jobs often use inconsistent descriptions, and do not check references or test job skills.

The monitor, former Cook County Circuit Court Judge Julia Nowicki, was appointed in late 2006, following a federal investigation into the county's hiring practices.

Last year, more than 160 people filed official complaints with Nowicki, saying they were passed over for jobs of promotions in county offices between August 2004 and February 2007.
