Ill. Leaders Inch Closer To Budget Agreement

SPRINGFIELD, Ill. (AP) ― Top lawmakers say they're making progress in budget talks with Gov. Pat Quinn.

House Republican Leader Tom Cross said they're discussing a budget without the governor's proposed tax increase and without the deep spending cuts that lawmakers have approved.

He didn't explain how that would close a record-breaking $11.6 billion budget deficit.

Quinn and the four legislative leaders met for two hours Tuesday. They're supposed to meet again in the afternoon.

Other lawmakers wouldn't discuss details but said the meeting was productive.

Illinois' new budget year began July 1 without a spending plan in place.
