Reputed Gang Leader Surrenders After 4 Years
Donnell Jehan Was Reputedly Top Black Disciple; Had Ties To Former Ald. Arenda Troutman
Federal fugitive Donnell Jehan, a reputed top Black Disciple, has surrendered to authorities and will appear before a federal judge Wednesday afternoon.
Jehan, who faces drug conspiracy charges, has been sought by the FBI for four years. He has ties to former 20th Ward Ald. Arenda Troutman, who currently faces federal charges for taking bribes and shaking down developers.
Jehan, 40, turned himself into Chicago Police's Wentworth (2nd) District station late Tuesday night, according to the FBI. Jehan was scheduled to appear before U.S. Magistrate Judge Susan Cox at 2 p.m. Wednesday afternoon, according to a release from the FBI's Chicago office.
During their investigation, federal agents spotted Jehan driving Troutman's luxury SUV before he was charged in 2004. She said she thought he was a businessman, and denied having a personal relationship with him.
When federal agents raided her South Side home, however, photos of Troutman and Jehan were recovered, according to source familiar with the investigation.
No charges against Troutman are connected to her alleged ties to Jehan, who is also known as "Scandalous.'' He has been on the lam since he and 46 others -- including some alleged associates of the Black Disciples street gang -- were charged in 2004. They have been accused of raking in $500,000 a day in cocaine, heroin and marijuana sales.
Jehan, whose last known address was 6522 S. Ashland Ave., has been profiled on several television shows including "America's Most Wanted, Fox News Channel's, "The Line Up" and on "Chicago's Most Wanted," the release said.
