South Suburban Lynwood Fights Sagging Pants

New Ordinance Sets Fine For Exposing 3 Inches Or More Of Underwear

LYNWOOD, Ill. (AP) ― The small southern suburb of Lynwood is one the latest communities around the nation to address the gaping problem of exposed underwear.

With what they say is the goal of attracting development to the community, village leaders in Lynwood passed an ordinance last week stating that people caught exposing 3 inches or more of their underwear will be fined $25.

That makes Lynwood the first Chicago-area town to crack down on low-slung pants. Similar bans are already in effect in Riviera Beach, Fla., and Flint, Mich.

Lynwood Mayor Eugene Williams says he cannot attract major retailers when young men are parading around half-dressed.

But some argue the law goes too far in mandating fashion choices, and the American Civil Liberties Union contends the ordinance targets young men of color.
