The City Council on Wednesday is discussing a measure to screen ice cream vendors to ensure sex offenders are not allowed to work around children.
Under the ordinance proposed by Ald. Edward Burke (14th), applicants would have to undergo fingerprinting and background checks. Licenses would include a photograph and have to be prominently displayed.
A Troy, N.Y., ice cream vendor was charged with offering rides to children and abusing a 9-year-old girl in 2004, and a convicted sex offender was found driving an ice cream truck in Perris, Calif., last year, the Chicago Sun-Times reported. Also last year, registered sex offender Raymond W. Mitchell Sr., was charged with a crime after driving an ice cream truck in unincorporated DuPage County near Glen Ellyn.
Currently, ice cream trucks are already illegal in some Chicago wards due to concern about children running into the street.
The city also requires that ice cream vendors obtain food vendor licenses from and have their trucks inspected by the Chicago Department of Public Health. Vendors are also restricted from playing their familiar music box melodies for a period of greater than 5 minutes for each hour they stop.
