Appeals Court Shoots Down 'Choose Life' Plates

Lower Court Demanded Secretary Of State Issue License Plates

CHICAGO (AP) ― A federal appeals court says Illinois doesn't have to issue specialty license plates bearing the slogan "Choose Life" favored by anti-abortion forces.

The three-judge panel said a decision by Illinois lawmakers not to authorize the "Choose Life" plate was "viewpoint neutral and reasonable" and thus didn't violate anyone's constitutional right to free speech.

The decision Friday reversed a January 2007 decision by federal Judge David Coar ordering Illinois Secretary of State Jesse White to issue the plates.
