Ill. Reform Panel Unveils Sweeping Plan

CHICAGO (AP) ― The reform commission launched by Gov. Pat Quinn unveiled a sweeping blueprint for change Tuesday, calling for curbs on the political corruption expected to result in the indictment of impeached Gov. Rod Blagojevich this week.

Chairman Patrick M. Collins said unveiling the still tentative blueprint now was timely because "we're just hours away from a massive pay-to-play indictment against Gov. Blagojevich and possibly others."

Individual campaign contributions would be capped at $2,400 and those from committees at $5,000. Illinois is currently one of the few states with no such limits. Procurement officials would be insulated from politics and the state Freedom of Information Act would be toughened under the commission's tentative plan.

Also, $1,000 contributions would be reported within five business days, lobbyists would be barred from donating to campaigns and the names of all subcontractors and lobbyists would be disclosed.
